That's EXACTLY what she is saying. That someone who knowingly has AIDS can be charged with a crime if they purposely transmit or attempt to transmit it to another person totally unaware of that fact.
Of course, her argument is incredibly flawed in logic (shocking from a liberal, I know). (1) The main component of the infectious disease laws are that the transmitter KNOWS he/she has the infections disease BEFORE transmitting it and (2) it is a FAR easier to establish causation with respect to the transmission of HIV than coronavirus. You can't get HIV from simply just riding on a bus, or being in the same room with a positive person...unless that person is simultaneously fricking you in the arse. The contact tracing on HIV transmissions is pretty straight forward and consist of basically one question: Who have you had sex with and/or shared hypodermic needles with? Now, if a person who had just tested positive for Covid went and PURPOSELY (i.e with intent) sneezed in another person's face that COULD be a crime. But posing that simply not wearing a mask is akin to the laws about intentional transmission of infections diseases is asinine.
Then again, never let logic get in the way of an emotional argument

Her being elected At Large shows how far Nashville has fallen in the last 20 years. Seeing that makes our decision to leave a lot more palatable.

If I'm tested... and don't have the virus, and am not wearing a mask, how am I in any way trying to murder anyone?
