It is a CYA policy that is in place for if/when an employee and/or someone else sues the company. The company can then say they had a policy in place (Obviously it is a lot more detailed than that, but that's the overall gist of why the policy in place).
I doubt the company is fervently enforcing it with their employees on the road (Toby from HR is not traveling to make sure employer aren't eating at restaurants). The policy is just the first line of defense when the company inevitably gets sued....which they KNOW is eventually coming (if they haven't already been sued...even for this ridiculous bullshite)

To respond to how would they enforce it? Beats me, I left!
My guess is that expenses tend to roll thru the same people. If everyone submits expenses to the same restaurant, etc, there's probably a lecture.
Folks can just pay out of their own pocket?
It's stupid. But my "new" job isn't much better. No one has been to the office since March. No one plans to go back anytime soon. Travel is banned. There's even a debate if we are going to be "allowed" to get into retail stores to check on our products this holiday season. The same stores we shop at, already. LOL. OMG. Everyone fears the TV lawyers so much, they can't function.

Employees are not allowed to eat together, have a beer, or congregate outside of the office at all. In other words, the days of having a beer with co-workers after a long day are done.
