Sitting back and telling congress to give him a bill, any bill, to sign isn't doing his part.

Try to apply your reasoning to any other organization and see if you would buy that the man at the top has no blame...For instance, take football. If a coach loses every game and tells the media that its the players fault because they didn't execute what he told them to do, would you agree with him or would you say to fire the coach? If a corporation goes belly up would you blame the boss or would you believe its entirely the workers fault?
