He uses a commercial window unit air conditioner to cool off his Chevy Suburban before he gets in, because he doesn't like heat.

I have a Yukon similar to that vehicle and the A/C can freeze you out.

This is Bloomberg's attempt to get around those idling laws. So he obeys the letter of the law, but breaks the spirit of the law...

Would be a foolish waste of gas to turn the car on and leave it running just to run the A/C

There was a law passed in New York City where a person isn't allowed to run their engines while idling over a certain amount of time. The window unit was meant to circumvent the law.
