Manhattan Institute of Policy Research: Harder to get into mental hospital than Harvard

in New York City, it is more difficult to be referred to a mental hospital than it is to get into Harvard. That's insane.

We couldn't build enough nut houses in this country to hold all the mentally ill folk we have. Damn, 65M people voted for Hillary Clinton, where would we put them all?

Why exactly is that "insane"?

Why does Harvard even deserve comparison in this instance? These are two completely different institutions both functionally and fundamentally.
