HB39 LINK passed both chambers today. It's the supplemental spending bill. Scroll down that page and look for the language that says

Things like $1 million for a sports center in Central. $250k for the Urban League of LA. $200k for a beautification project in NOLA. Etc, etc. Again $22 MILLION.

You're literally trying to compare two bills. The legislature has a surplus of money to spend this session and the majority of the bills are still in either house.
Now if you had any clue about SB29, which I mentioned not the bill you have a stick up your arse about, you would know shits not going to pass until the final day

And if they did, they sure as hell should not spend it on pork projects when we have real dire issues such as those related to the corona virus and the hurricanes.
That's not the sell out part. The sell out part is the $22 million in pork.
But now maybe you are right. Maybe SB29 (Cortez's emergency declaration review procedure) will morph from a toothless tiger (really worse since it makes it HARDER to annul an emergency declaration because now you need both chambers to take action) to a wonderful bill that will open the economy.
I really, really doubt it. But even if it did, why did our legislature need $20 million worth of bribes to do their job? Answer that.

If I ever win a $500m lottery I would do everything in my power to bring massive new industry here. Become the next Trump/Musk. Then when I have finally secured that I will run for governor and see to it that every single country club rat who sits in that chamber will never win another election. They are useless and I’m sick of seeing our own neighbors sell us out to maintain their status.
