He will piss it away no doubt. Liberal or conservative it will all be spent for the advancement of his political career.
Look for some kind of anti abortion funding or some kind of wildlife expenditure or something for the Saints or something like that he thinks will garner him favor with the voters.

It can only be used on certain one-time expenditures, like paying down debt or infrastructure projects.
Expect a lot of pork to be doled out especially because it will be an election year.
That said, I would rather a surplus than a shortfall. An occasional surplus is a good thing. The issue comes if they are persistent (especially if they are large). It shows that taxes are too high.
