It was Newt as much as Clinton, but that wasn't because they decreased spending, it was because revenues spiked during the dotcom boom. Revenues were already on their way back down as Clinton was leaving office and a return to deficits was inevitable no matter who was president.

No shite, I'm just pointing out they didn't. A lot of people believe we exercised fiscal restraint and that's what led to the zero (depending on which math you use) deficit we had for 1 or 2 years. Spending still increased, just like it always has, we just got a revenue boost from the internet.
