I mean, to be fair, when we reestablished diplomatic relations in 1994, we were always going to have to deal with our officials having to pay some sort of homage to Vietnamese communist iconography. Such is the nature of diplomacy sometimes.

This was part of the reason Nixon established diplomatic relations with the Chinese in 1972. After the Sino-Soviet split of 1962, the Chinese were no longer on board with Soviet foreign policy. So Nixon thought he could court the Chinese and further drive a wedge into international communism.
