No, Trump didn’t want to give cash because of the vast amount of corruption. I think 90% of the money given to them is still unaccounted for. He wanted that corrected before handing out money. He didn’t trust them to do that and instead gave them material support in the form of weapons. The very same weapons that is saving their arse right now.
