Sure crime is flat. The Police can't get into certain crime infested areas to police them. The crimes have not stopped happening. It is akin to that dumbass saying "getting rid of cops will end crime".

That's actually a bad thing. It means that though there aren't more criminals, the ones that are out there are getting more extreme.
I'd rather see 90 broken windows and 10 murders than 50 broken windows and 50 murders.
