Passing a highway tax listing projects and setting priorities makes sense.
Passing a law to make all lottery revenues go to education makes no sense because other funds can be shifted away from education.
There's the difference.

It's time for toll roads in Louisiana and forget raising the gasoline tax. We could put tolls on all of the interstates.
