I don't see your concern here. I scanned the memo and didn't see any negative content from the Republican/conservative perspective. In fact, I though the following was admirable...

I don't know the details but republicans can't do much about it right now. Can't get a bill about Big Tech anti-trust out of the house right now.
He might just be keeping his powder dry in case Republicans/Conservatives win back the House. I can't think of any other reason because he has been targeted by Facebook, Twitter, etc... many times. You know he must be pissed but can they actually do anything about it right now?
