It's not complicated. Massie put the bill up. Trump and the GOP opposed it for months and have been attacking him for months.
The speaker wouldn't even put the bill on the floor, so he had to get even more votes than normal to bypass the speaker and put it to a vote anyway.
Once it was clear he had enough votes and there was nothing they could do to stop it, Trump told the republicans to vote for it.

Massie said there were at least 19 men including a "magician, a Canadian billionaire, an Italian car company owner."
If Massie doesn't identify these people by name after the documents are released and these names DON'T come out, I will join the chorus of saying Massie is a grandstanding fraud:

You mean the one that was supposed to have a 1% spending cut across the board if certain conditions weren't meet and that 150 other republicans voted on but you don't give a shite about?
