even when i was in high school, i was blown away by how absurdly low the qualifications for TOPS were/are

it's not a scholarship. it's a redistribution plan that has caused all sorts of negative externalities

I haven't lived in LA for awhile now, but what is happening to the economy? The economy is supposedly growing everywhere else in the country except for Louisiana? People are still using oil and people are still eating so agriculture and oil can't be doing that bad in LA.

I don't believe that. There are a lot of traditional scholarships available in Louisiana too.

We haven't had TOPS that long--maybe 15 years and early on it was a much smaller program.

too much private equity stolen and redistributed to support the underclass

They need to increase taxes for a couple years. They need to dramatically slash services. After a couple years, lower tax rates back down and keep the extra big gov services gone. Once you get the budget flipped into the black, it's easy sailing. But no one wants to do what is right.

It’s funny how some people believe cutting TOPS completely would return money to the state that would be wisely spent on other things, or reduce our debt.

Get real. As soon as that TOPS money goes to the general fund, our esteemed lawmakers will find something less worthwhile to spend it on, or it will be a drop in the bucket of state debt that will go right back up again.

Newsflash... legislators will always spend our money on bullshite. At least TOPS is bullshite that helps kids get college degrees. Could be worse.

Ok where are you going to send them for less money??? No where will be cheaper than instate tuition at a Louisiana institution without TOPS.

Unfortunately not many govts on any level are addressing the main problem. I was in an organization that met with the GA governor during budget time. All that squabbling over 1/4 of the budget after education and welfare programs.

Unfortunately after welfare the next biggest chunk in most state budgets is education and most leaders don’t have the nuts to go after entitlements.

We are not talking about returning money to the state.

We are talking about cutting spending so taxes do not go up.

The extra sales tax and other taxes JBE raised expire this year and we either have to raise taxes or cut spending.

It's time to go all voucher on secondary education so bureaucracy will disappear.

I am all for keeping all secondary eduction spending flat BUT instead of running it through two layers of government before it gets to the classroom it is given to the families as vouchers to spend at the school of their choice.

A retarded state constitution that restricts spending cuts and has so much protected spending everywhere.

A governor who is constantly seeking to raise taxes that disproportionately hurts the middle class and is constantly attacking private employers with frivolous lawsuits and unnecessary red tape.

How about all those fricking tax credits given to business where they pay little ti no income tax?? That would go a long ways towards solving the gap.

Don't know if you are old enough to remember but we had a huge brain drain out of Louisiana pre-TOPs which is one of the reasons that Pat Taylor pushed this through the legislature. Louisiana Universities saw an explosion in growth because of TOPS and now you are seeing quite the opposite take place again.

Except you don’t know what you are talking about.

Businesses pay plenty of taxes. The issue is corporate income tax. Several corporations don’t pay corporate income tax because the profits actually pass to individuals who pay on their individual income tax.

So imagine a corporation with 10 shareholders that makes 10 million in profit. But then they give each shareholder 1 million. Those shareholders pay individual income tax on the million they got and the company gets a credit for the ten million they “passed” through.

By the way only a very small fraction of businesses in LA even file as corporations in the first place. Most just pay via the individual income tax.

That isn’t the whole issue, but it is by far the biggest.

How many public universities in Louisiana. We have 8 for a population of 2.9+ million. We should consolidate 4, including 2 white and 2 black.

As far as film credits, idk about other areas, but Celtic Media Studios in BR is dead... Restore LA has an office building, Olinde's had a building (now empty), a graphics company has one building, and the rest are empty
