Considering AAs are by percentage the least likely to be vaccinated by demographic, won’t this hurt the black population the most?
Seems like it heavily favors white people. Perhaps I am starting to recognize my privilege.

Of course it is. That's why he didn't specify who made up the 80 million unvaccinated people he is "frustrated" with. If he called out rural white Republicans, he'd have to call out blacks, too.
