Two fold reason
1. No one thought Trump had a chance, including Trump himself so there weren't people lined up ready to take these jobs , meaning Trump had to rely on people who were already in DC to quickly fill needed roles
2. Trump fell into the trap of "you can't do this without experienced help"
All conspired to cause Trump to fill some of these jobs with people who should have been kicked out of government long ago for being useless sacks of shite.
