Again - in legal terms there are "degrees" of rape, just as there are for murder.

This very underage victim is akin to drugging an adult or using (perhaps non-violent) threats (potentially, blackmail, extortion, etc.) - vitiation of consent - no violence is required as an element of the offense, at least in most jurisdictions.

We are NOT comparing, from a legal standpoint, explicit violent acts to overcome resistance, multiple offenders, etc., which are all typically indicators of a higher order criminal offense.

If the question is should the child feel like a victim after the incident. Yes he should.

The question also is the perpetrator guilty of child abuse, whether consensual or not?

It's ignorant thinking. It is also, in a way, sexist. It denies girls' sexuality on equal footing as boys the same age (whom, again, they are ahead of emotional and physically, on average through 15 or so).

A. I’m not completely fine with it. Not sure where you got that idea.

B. Girls develop much stronger bonds through sex than boys. This is more nuanced than just basic “maturity”.

I knew at 9 that touching my penis felt good, and at 10 that it had to do with attractive women, and by 13 knew the basic mechanics of sex.

What I did not know until I was well past 18, was that if a woman walks out in leather and tells me to to put on a gimp mask, I would not like what follows and I should run.

We can justify it with “Man, when I was 16 I should have asked the woman down the street who’s lawn I cut for a bj. She had big fake tiddies.” But at that age, you’re too interested in what you might be into that you don’t realize there isn’t an out if the adult decides to do something crazy to you.
