IRS likely challenged in sending recovery payments out on time

That task could be easier said than done, according to Janet Holzblatt, a senior fellow at the Urban-Brookings Tax Policy Center who was a former deputy director of the Individual Taxation Division in the U.S. Treasury Office of Tax Analysis.

In her role at Treasury, Holzblatt worked with the IRS in 2001 and 2003 to send stimulus/rebate checks to taxpayers to help boost the economy. She said that, in both cases, the IRS started preparing for the payments months before their respective bills were enacted.
In 2001, the IRS began work on the payments in March, and that the bill was enacted in June of that year. It took six weeks after enactment for checks to be sent to recipients.

In 2001. They didn’t even have efile systems in place in 2001. So much has changed within the service since then. I won’t argue they don’t have shitty technology. They do. But don’t reference someone’s experience from 2001.

Most people have no idea how inept the IRS is. I have multiple accountants tell me, they can't get thru the RETURNS that are filed every year, until years later. Most get rubber stamped. They are also using antiquated computers and software.
My personal experience: They sent me a letter saying I didn't make may payroll tax payment. I sent the letter to my accoutant. He sent them proof of filing and payment. 3 month later, they sent me another letter saying they are still reviewing it. 6 months later, another letter saying the same thing........That was a year ago.
