Answer to question however, as it is structured currently, all states suffer. Even donor states.

The monetary systems of 1860 and 2025 between the now "Blue States" and "Red States" are very much the same.

Blue States are based in corporate office earnings and banking. Red States are agriculture, factories, and manufacturing.

Connecticut can have the best corporate tax structure, but one cannot eat an office, warm their house with tax structures, or build homes with banking systems.
