There are Direct Commissioning pipelines...JAG Corps, Medicine, Finance and the like

Ensign - O-1 USN
2LT - O-1 USAF, USA, USMC.
2LT - O-1 USAF, USA, USMC.

I can GUARANTEE you there are no Naval Officers who hold the rank of "2nd Lieutenant".
O1 in the Navy = Ensign
O2 in the Navy = Lieutenant, Junior Grade
O3 in the Navy = Lieutenant
