Correct, these idiots are simply putting on a show for their constitutionally ignorant base.
As the post I quoted states, this requires a constitutional amendment. 2/3 vote from both chambers and 3/4 of the state’s vote.

The Constitution grants general state-creation powers to Congress in Article IV, Section 3, under the Admissions Clause, which reads: “New States may be admitted by the Congress into this Union; but no new State shall be formed or erected within the Jurisdiction of any other State; nor any State be formed by the Junction of two or more States, or Parts of States, without the Consent of the Legislatures of the States concerned as well as of the Congress.”

And if the Demorats win the senate and Biden is president, it will happen. As I posted earlier today, the senate filibuster is done and 50 votes plus the vp will make dc a state, probably peurto rico, green new deal, higher corporate and personal tax rates, etc. This is a critical election.
