Here are the cliff notes from Biden's Gun Violence Speech

1. Regulate "ghost" guns (buy, build, shoot kits). Will regulate gun kits shipped to homes and mandate background checks for those purchases. Add serial numbers.
2. Mandate new report to be commissioned and released on gun trafficking. To assist law enforcement in capture of guns.
3. Regulate all gun accessories, like stabilizing arms for pistols, in the same fashion as suppressors.
4. Publish a sample/model legislation on Red Flag laws for states to copy and pass.
5. Appointed permanent ATF director; he is gun control advocate
6. Close loopholes by passing 3 bills currenlty in the house
(1.) close gunshow background check avoidance loophole
(2.) close FBI loophole background check; stated currently if FBI background check is not completed after 3 days, then the gun can be sold to buyer without the background check.
(3.) Mandate all stalkers (people with restraining orders) have their guns removed and not allowed to purchase guns.

Unless I misunderstood him, most of these, if not all, are only recommendations as of now.

Don't these guns already have SNs on the lower receiver assuming they are obtained legally???

I believe I heard him state some of these will be executive action and will hold up to the scrutiny of the 2nd amendment.
I think there will be an EO on the ghost guns and stabilizer stocks. They will publish the gun trafficking report and model legislation on red flag laws. They are simply advocating on the passage of the 3 loopholes he mentioned, not writing EO for those.
That is my take away.

And the slippery slope begins. A person not convicted of a crime having his rights taken away. If you're going to take rights away, the person needs to be convicted of a crime in a court first. A restraining order doesn't meet that bar. All you need for a restraining order is a Karen ex-wife.
Also, I am surprised he didn't bring up the "terrorist watch list" thing. This was a talking point for a long time. "Hey, if you're on the terrorist watch list, you don't need no gun, pal." Yeah, the problem is that such watch lists are compiled totally in secret by some bureaucrat sitting at a desk using totally subjective criteria. I think the bigger consideration for Biden, though, was too many Muslims are on these lists and he doesn't want to bring any attention to that.

This one is very dangerous (and that's not at all what it means).It's not a loophole. It's a way to keep the FBI from basically saying we don't want to do our job so you can't have a gun.
It is not hyperbole to say that this is, in essence, a possible way to block ALL gun sales by just doing nothing.
