Not real sure as they connect buildings throughout downtown.
Saying that, I be surprised if the building owners are on the hook for them.
eta-Apparently they are owned by the buildings they are attached too.
The skyways are owned by individual buildings in Minneapolis, and as such they do not have uniform opening and closing times.
