I don’t think that’s accurate. This law appears to require there to be a threat before an officer fires his weapon.
No more “well, he moved after I told him not to - and could have been reaching for something - so out of an abundance of caution, I killed him”.
Thinking of that dude that got mowed down by swat while crawling on all 4s begging not to get shot in a hotel hallway. Cop never saw a gun, but fired.
If this gets rid of the “fire first, check later”, I’m fine with it. I firmly believe cops need to see a weapon or have confirmation that a weapon is on the person before opening fire.
Edit: All of you who are downvoting are fine with execution by cop for not following instructions? What if you’re drunk? Disabled? Can’t hear? You’re dead?
Some of you people are scary.

You have no idea. in SF in particular, bums can practically kill someone (and in many instances have!) and get off scot free. But, have an actual working man lay out a bum for getting too aggressive and they get the book thrown at them.
Have seen it many times. Very sad what the left is doing out here.

They might be, they might not be. The problem is that you don't know. If the cops don't know if you're a good guy or a bad guy they're cautious and assume you're a bad guy. I recommend treating them the same way; with caution and skepticism.

How is this different than current law? Are they allowed to use deadly force when its unnecessary? That sounds awful. The cops still have plenty of leeway to decide what's necessary.

It's always the low-IQ types that have never seen how quickly an escalation of threat can happen. Hamstringing LEO's by making them second guess an action via the threat of being pubished for it has already cost lives of police officers.
