I assume (I know risky) that by you inclusive language you believe man is influencing climate enough that radical changes need to be made. At least radical to some degree.

France has the lowest carbon footprint of all industrialized nations.
It is the lowest because they generate most of their power from Nuclear energy.
They also have the worlds largest funded project looking in to Fusion (ITER) paid for by funding around the world.
Those are the reasons why France is on the AGW bandwagon. Any world wide carbon tax/carbon credit scheme will give them money from other countries.
