I wondered why he was giving such an obviously fake speech that also favored republicans. He’s about to have a “ last minute change of heart.”
He’s a part of the theatre actors.

In the end, it doesn't matter what his vote is. The full Senate will be voting on it either way and they can, just barely, push Kav through without Flake.
