So they have 35,000 employees at the FBI but only about 25 people to follow tips? Sounds like a shitty use of resources to me.

Wait. Let me get this straight. You thought that meant that the FBI has a total of 2 dozen agents to receive the tips and follow up on them?

The FBI pays civilian companies to take the calls. It is similar to how the NSA contracted Booz Allen Hamilton who Snowden worked for.
It is cheaper and that is the problem.
Can civilians be trained well enough or just go through the motions?

Am I the only one who finds it odd that a mainstream media outlet is defending a government agency out of the blue?
The narrative is starting: The feds don't have the resources to monitor dangerous behavior, so gun control is the only catch-all that can prevent more shootings. Just wait.
