Rep. Robert Brady, D-Pennsylvania, is suspected of wrongdoing in the FBI's investigation into payments his campaign allegedly made to his opponent in 2012 to encourage him to drop out of the race, according to an approved search warrant application filed in U.S. District Court of the Eastern District of Pennsylvania.

Bottom line is that his opponent's campaign was in serious debt. Normally it isn't unheard of for a winner to use some cash to cover the loser's debts if the loser agrees to endorse.
In this case the loser seemed to want the cash up front.

This happens frequently. Money, contracts, guaranteed jobs are offered to get people to drop out.
