There's like 100+ movies and TV shows where the CIA or DEA is working secretly for the cartels, and it's actually true in real life.
I just watched a good show called "The Bridge" where the CIA was doing this exact thing.
ETA: You would think if it's so common and well known that they make many movies about it, they would do something about it.
Reminds me of the Louvre heist. There have been dozens of Louvre robbery movies and shows, yet it happened.
