Is this really binding for 2020 for these respective states?

The backstory on this is rather fascinating (and disturbing).
The guy who came up with this idea was the guy who brought the lottery scratch-off system to pretty much every state. A podcast I sometimes listen to called Every Little Thing had this guy on.

This seems like a risk for democrats. Those are all democrat states . If a republican wins the popular vote then they would win easily. A lot of republican voters in those states don’t even vote because they know it means nothing. Now they have a reason to vote .
Trump needs to get something passed to keep illegals from voting and he would win by historical numbers on 2020 .

Would love to see an individual sue their state over this. Would make for an interesting legal case.

No. It only triggers if states with EC totaling over 270 agree to it.
