Actually it's some of both. They definitely conspired to overthrow our president but in their pathetic ineptness they failed miserably.

I think its clear the FBI and DOJ actively and knowingly used their power to upend a presidential candidate and secure a victory for another. When their actions were uncovered by one if their own, and their chosen candidate lost, they quickly moved into cover up mode.
The Mueller investigation was not to look into Trump and Russia, but a smokescreen to clean up their own transgressions

It was the CIA, DOJ (FBI) all working together to assure that Hillary Clinton was elected to continue to Obama agenda to move the US to socialism and being subordinate to the United Nations. It got out of hand and bled into Trumps Presidency courtesy of a couple of idiots working at the FBI that tried to overthrow an election.
