To presume "she flipped i.e. had no idea what she was doing," would invariably involve presumption of the same for every doctor on the taskforce, along with the array of experts in direct support of it.
Only the dimmest of simpletons would assume Birx (or Trump FTM) comes to conclusions in a vacuum.

There was no "revision". Binx lied about that.

Birx is Trump's replacement for Fauci. Trump likes Birx because she is more pliable than Fauci.
