Donald Trump made his much publicized congratulation call to Zelensky on April 21st, 2019

and Joe Biden announces that he is running for President on April 25, 2019.
Is this a coincidence?
It really seems to me to be an effort to get Joe in office so that any actions that Trump took in investigating the corruption in the Ukraine could be described as "politically motivated". Indeed, they impeached him for this.

Therefore, Trump needs to go ahead and throw his hat in the ring.
I mean, a “moderate” like AG Garland wouldn’t want to look “politically motivated”, amirite?

Zelenski is a place holder for the WEF, NATO, and the UN. Ukraine is basically Los Pollos Hermanos from Breaking Bad. A globalist front to wash money and their inevitable scape goat to declare war on Russia.

When an old rival blows up Zelenski, how long until the whole thing crashes down?

I got the ssarcasm in your post.
Now, the obligatory - that's /D/ifferent.
Modern Political investigations and prosecutions are mostly targeted in 1 direction. It's been open season on MAGA since he announced with no bag limits, ethics, or legal restraints enforced.
When protecting the corrupt swamp and the DC cocktail circuit, political motivation is the Modus Operandi.

Trump didn't have the explicit approval of the media. Hell, Trump didn't even have the backing of his own party. He was wading into territory that scared a lot of people in DC, on both sides of the aisle.
Garland can do it and the media will herald his actions and the Republicans will keep their mouths shut, with a few exceptions.

Is this the call they impeached him over due to "election interference"? They were discussing an investigation into someone who wasnt a candidate at the time?

Zelensky is a politician. He is going to do what is best for himself.
Trump's first call to him was a congratulatory call right after he got elected. At that point in time, Zelensky was probably trying to figure out who to hitch his horse up to. He was probably trying to figure whether to allign himself with Trump or the establishment in America.
I think a lot of people were worried that Trump took the time to call Zelensky after his election and was going to squeeze Zelensky in hopes that he would cooperate in an investigation. Were they afraid that Zelensky might see a better political future by working with Trump? I don't think they have to worry about that, now.

No. That call came later, in September or October, I believe. I'm implying that Joe was forced into the race because they foresaw that the first call would lead to later discussions and that Trump had interest in investigating the corruption in Ukraine and how it tied in to US politicians.
Joe had to throw his hat in the ring so that Trump would not persuade Zelensky to pursue the investigation of Hunter Biden. Trump asked Zelensky to do it anyway, and they impeached him for it, which had the effect of killing the investigation, as well.

No, it isn't coincidental. Joe's candidacy hinged on that phone call. It was a play to get Trump to either resign or be removed from office. Vindman's testimony was supposed to be like the Watergate tapes - the smoking gun. Problem was the Orange Genius then released the transcript of the call.
Then after a series of incredible circumstance (Covid, illegal election rules changes, etc), the dog finally caught the truck - Biden won the nomination, and the Democrats were stuck.
