Even if the perspective would make them appear bigger, it wouldn't make them appear that much taller. Even kneeling, they are both a head taller than the sitting Carters.
Do a quick experiment and kneel the way Joe is kneeling. Now imagine someone sitting in a chair next to you but still being a full head shorter. They'd have to be absolutely tiny.
My guess. If this photo even did occur (which I doubt because the Bidens make a show of wearing masks EVERYWHERE they go) The photographer/editor didn't think that the Bidens looked prominent enough and WAY overcompensated by trying to enlarge them.
