Does California deserve more credit than New York on handling of Coronavirus?

Does California, twice as populous as New York, and which experienced both first confirmed case and first death before New York, deserve more credit for the job it has done containing the coronavirus outbreak?

What is happening in NY now is a genuine disaster, while CA is (relatively) better news. So of course coverage differs. Still, worth asking why NY situation is so terrible, and CA not as much?
What about deaths? California had first confirmed case and first death earlier than New York. But now New York has 15.0 deaths per 100,000, while California has <1 per 100,000.

Public transportation is essential in NYC compared to Los Angeles where everyone owns a car. I get that much.

Can of worms: maybe California’s healthcare system of delivery is superior to NYC’s. Maybe the citizens of California are healthier than those in NYC. Maybe California’s political movers are more competent than the a$$ clowns in NYC. Maybe the same could be said for California when compared to NOLA.

california JUST closed most of the beaches on 3/27. i'm not sure they really deserve credit for being social distance warriors. their numbers really are a mystery
