That's not a good metric to use. The Medal of Honor often takes several years to be approved. Almost all of the ones that President Obama presented were submitted for approval during the Bush Administration.

Problem he and the rest of them have now that they really haven't had to deal with much in the past is a now innate suspicion amongst much, much more of the populace than ever that they're completely disingenuous. Even more blacks are thinking this, as it's never been as highlighted as it has been recently "all these pretty speeches, but where's the beef?"
