Since OP is providing no clarification.....Yonhap is reporting that SOUTH Korea's President proposed a declaration formally ending the Korean war during his address to the UN General Assembly today.
SK has made this offer numerous times, and the North never even responds. They'll want concrete military guarantees, and no one is going to give that to them.

South Korea cannot unilaterally declare an end to the war. SK says this regularly at the UNGA, and other places.
