Well, technically it was limited. It was limited to only those areas of investigation that did not include the high crimes and misdemeanors of the Democrats, the FBI, the State Dept, and the DOJ.

I don't think this has anything to do with him coming up empty on Trump (which most of us knew would happen almost immediately).
It's what he is going to say bout the DNC, Fusion, etc. And we know much of this, but in an official report that also clears Trump - that's what is driving this push that Mueller might not even release a report.
But, they're doing this to try to get ahead of negative their way, not "nothing" against Trump because there never was anything to that side of it.
