She also engaged in typical Dem mindreading, asserting Ukraine was concerned about the funds being withheld but didn’t say anything to anyone about it because they didn’t want to upset Trump.

Yep
I believe Stabenow is agreeing with Schiff's lies because she was threatened by senate leadership about support in her reelection. She doesn't believe the impeachment articles are constitutional, but she doesn't want to anger Schumer.

The funds that they got 3 weeks before the deadline to get them? Those funds? Trump is a terrible with-holder of funds in chief.
