Everyone knows the parliamentarian can be overruled by the VP. Democrats talked about it in 2009. This isn't some obscure provision Cruz found in an all-nighter at the law library

THose with the loudest voices get heard. And often those voices don't speak for the majority of citizens. Speak up. And get busy America!!!! Luv from the Real Mum!!!
