No way. It would take longer than than that just to do an environmental impact study and get it approved.

IMO I believe it could easily be built in 4 years. But it would need some type of reason to.

Look at what was done in NOLA. Project were awarded in 2008 and the major projects were completed in 2011. Nearly 14 billion dollars worth of civil works.

One World Trade Center
-cornerstone of One World Trade Center was laid in a ceremony on July 4, 2004
-The building opened on November 3, 2014

Plenty of things have been thrown at me along those lines and I have never responded per your predictions. "Old white guy" is just an idiom. In any event, I'm an old white guy, so I don't care.

But the constant pining for some supposed glorious yesteryear is astoundingly tin-eared. It's THE thing that every generation does - wringing their hands about the current generation. It's the hackiest, most tired bit of bleating anyone can imagine. And yet here with are.
