“She was apparently talking to some teachers and said, ‘What if I started saying [n-word] this, [n-word] that?” said board member Darnell Goldson, who opposed Roblee’s transfer, claiming her private apology and public demotion is an inadequate response.

Again, someone please explain to me how an AA can say the 'N' word to another AA and it's ok.

Good grief...it's not a magic word!
Obviously in today's climate you know it's coming, but pretending that there are some words...groups of letters sounded out...which are SO BAD that merely uttering them aloud is violence is insane. Especially when you consider we've literally made stand-ins for the very same words...so you can still SAY IT, but just not with those groups of letters.
Absolute insanity.

Simple minded people usually use words like that?
If a white person working in the education system in today's environment doesn't understand why they should not use that word in any manner, then I am still going to question their ability to think reasonably.

I too believe the context matters. Saying "damnit" out loud is different than saying "damnit you're stupid" to someone's face.

I busted out the N-word (used in a positive context with the hard a ending) when talking to a black guy I know a few weeks ago. He's not a pussy so he said he respected me more for saying it.

I'm genuinely asking, because I have this running argument with people who cling to the idea of "bad words." I hate that whole idea. I happen to think there are words which are maybe more adult, or that some may be offended by...but that words themselves are not bad or good.
For instance, the word frick is just a word. We know what it means as a verb, and there are tons of stand-ins...so for some reason that group of letters is worse, despite other words which mean the exact same thing being fine.
What if it's used as an adverb? What about, "You're the best! I fricking LOVE you!" That would get you fined if you said it on network TV. But what if you said, "I hate you...you're the absolute worst. I hope you die and your house burns down and your family is homeless." That's G-Rated...no "bad" words.
As for "the word that shall not be uttered" I think context matters as well. Saying it as an insult makes you an a-hole. But for my money, you'd be an a-hole for the insult without any real added weight due to the word choice used. On the other hand, if you're telling some story and in it a guy walked up to you and said, "You'll never believe what this niger said to me just now," the I see nothing wrong with it at all. In that case, I'd have included to largely to point out that the guy speaking is almost certainly going to be an a-hole so it adds depth to the story. And if I said, "This guy just walked up to me and said, 'The N Word!'" that makes me a damned idiot.

I don't agree with using the word but if we are discussing the word itself I am damn sure gonna say it and not "n word" like some kind of child that can't have a grown up conversation.
