Commission led by Sen. Manchin's wife set to receive millions from Omnibus Spending Bill

So we're paying millions to a group whose only job is to distribute grants that were already funded by Congress? This group employs 78 people according to their website. To top it off, Manchin's wife is in charge of the group.
Shouldn't congress decide where this money is going rather than outsourcing those decisions to a bloated commission? Especially when you're talking about over $1 Billion over 5 years?

West Virginia Democratic Sen. Joe Manchin III backed the $1.7 trillion omnibus spending bill in December which included a $200 million increase in funding for a commission overseen by his wife. That money is now set to be paid out in 2023.
The commission in question, the Appalachian Regional Commission (ARC), employs Gayle Manchin, paying her a salary of roughly $160,000 annually. The median household income in West Virginia is $50,884, according to U.S. Census data.
In March 2021, Gayle Manchin, an educator and former West Virginia official, was initially tapped by President Biden to serve as federal co-chair of the ARC and was unanimously confirmed by the Senate.
Sen. Manchin, who exercises outsized influence in the Senate as a critical swing vote, voted for the omnibus spending bill that includes increased appropriations for the ARC following his wife's appointment.
The $1.7 trillion government funding bill, comprised of 4,000 pages, passed the Senate by a 68-29 vote in December 2022. The $200 million appropriated to the ARC is set to be paid out in 2023; the funding represents a $5 million increase from 2022 spending.
The ARC is an economic development partnership between the government and 13 Appalachian states that helps distribute federal infrastructure grants.

This is precisely why welfare programs and government grants are utterly useless. By the time everyone takes a dip in the "administration" of those programs, about 10% MIGHT make it towards the intended goal/purpose.
And this is obviously straight up bribery and corruption on Chukey's part to get Manchin in on the bill.

So what. Manchin's wife finds herself at the helm of a "Commission" that re-shuffles the cards in one more laundromatic $$cheme. Think of the 78 employees and their children you selfish bastards! Big Printing Press isn't worried. Big Ink and Big Paper aren't are worried...Why the fuss?
So anyway, meh. $200,000,000 is only a drop in the bucket. We spend that much just tipping the pilots who fly over palettes of cash to muh-Zelensky and muh-You-Kraine.
Maybe Dubya was right. ("The US Constitution is just a G-damn piece of paper".) Maybe Congress, DoJ, and LE have better things to do. "Are you for us or against us?" Let's move on, serfs.
