I would have issues if I were a citizen of that town, but this is how things should work.

Then this voids the election process as currently structured. The moment we begin to allow non-US citizens to vote in our elections then the sovereignty of our country is compromised and the only thing left is for states to declare their independence. You can't have states or cities with significant population of foreigners deciding the outcome of elections local or national. As it applies to voting in this city (College Park Maryland) the Secretary of State for Maryland should declare their elections null and void.
