The McCain Institute ( LINK) is one of these NGO's that make a shite ton of money off of foreign aid. Cindy hates Trump and loves the old establishment Neocon guard. The Uniparty establishment keeps the tax payer money laundering scheme rolling.
Here how it works:
1. Congress appropriates money for foreign aid.
2. The executive branch sends the aid to U.S. embassies to various countries around the world.
4. U.S. embassies contract with NGOs to distribute the aid per policy prescriptions.
5. NGO non-profits pay salaries and send back the money to DC politicians in the form of contributions. About 10% of the aid benefits the foreign country.
The reason why DC was so mad at Trump and impeached him about Ukraine was due to the fact that Trump did not send the aid designated for Ukraine to the U.S. embassy first. Trump directly purchased anti-tank missiles from Raytheon with the aid circumventing the embassy and the NGOs and the money laundering scheme. That pissed DC off. The last foreign aid package to Ukraine under Obama and after all the crooks got their cut the Ukraine military received MREs and blankets to help protect themselves from Putin. Another reason they are pissed at Trump is the anti-tank missiles are a real deterrent and make war more difficult. The Pentagon hates that.
