I'm not an expert in these things but I have some experience in earth moving.
That being said, that looks like a completely inefficient way to go about dirtwork.

Efficiency is much less important when you have hundreds of human bodies and no concern about their health/safety.

We already have U.S. companies able to build and put together modules complete with latest technology, such as CAT, MRI, etc..., pre-installed. All that you need is a level foundation enough so that hydraulic jacks in each module can self level.
I priced them and quoted to buyers for installation in a Libya. The place never settled down enough to enable a contract to be signed.
As a side note medication list they wanted supplied consisted primarily of meds for treatment of E.D. and schizophrenia/psychosis.
