I believe that scenario FL Tech. There were some good guys who said, lets save these.
Explains how quickly they were "found" by Patel. "Hey boss let me show you something".
Its not as if these were the few files that were destroyed and they are "tracked" with threat of death. Remember our vaunted NSA security clearance where 10s of 1000s of queries with no supervison?
The US govt destroys about 98.6% each year. Want to know how much they produce 5.6 million cubic feet. There are 500 pages of paper in a ream. 10 reams make up one cubic foot.
They were throwing 1000s of cubic feet of documents to be destroyed, I doubt they kept track of it because they assumed everyone was on board, cause they could all go to jail.

I assume that the bags were filled between the period after the election and the the time of the inauguration. There was probably a purge of documents during that time and shredding boxes of documents is a pain so the easy solution is of put them in burn bags for destruction. I also assume the majority of the documents were sensitive hand written notes or printouts of emails, just a guess. I don't know the classification of the FBI building but my time in a SCIF I never printed a single document from my SIPRNET computer, didn't even know where the classified printer was located. There are protocols for handling classified information and even though you are located in an open storage facility you cannot leave classified information uncontrolled. Bad things can happen if you screw up.
The FSO is responsible for control and destruction of the "burn" bags and they do tend to pile up and stay around for months at a time. It was common to see hundreds piled up in high bays in some facilities. I don't know process in DC, but the organizations I supported contracted to a company that would come to the facility in a large shredder truck. I don't know how the contractor charged but I am sure the government does not want to pay to destroy just a handful of bags, and that is the primary reason that the bags pile up, plus it is a pain in the rear for the FSO.

This may sound silly but - "bags of what?"
If documents they should have photographed and scanned. Same with pics and any actual ofusical evidence had to be catalogued and photographed
And there must be a computer trail for the items

I was hoping it was just a case where they gave them to a diversity hire with instructions to get rid of it before they left the office.

The process you just described sounds like the billions of dollars, and 100s of procedures the airlines go through to ensure the safe security of your luggage.....and they lose approximately 100,000 bags worldwide each day.
Sounds like the good guys just saved the bags for future use.
Someone with the hubris of comey brennan et al would never bother to ensure it was actually destroyed, thats for the peons.

In a well run outfit 2 people verify the material is burned. With the Biden boys, who knows.

It's possible that the FSO had the foresight or someone in the chain of command put the brakes on destroying it knowing that it might contain evidence or could have been just plain dumb luck the bags weren't destroyed.
The FBI employees knew a purge was coming, some bailed before they were fired. Some of the items contained in the bags may have been from the rats that jumped ship.
