Wait. Are you saying excess gasoline makes it from the exhaust manifolds to the catalytic converter where it is then ignited and burned?

Although you can make an engine run by burning hydrogen, and you can make Hydrogen through electrolysis, It would never make sense to do the electrolysis on board the car.
If you have enough electric power on board to generate Hydrogen through electrolysis, it would be more efficient to use the electric power to drive a motor directly.

Well. The only thing he would have to perfect is the portable nuclear reactor it would take to generate enough hydrogen from water to run a vehicle. Because it’s only gonna be Doc Brown’s 1.21 Gigawatts that does that. Not 12 volts.
And if that person can do anything but be a running joke about that, he should be in charge of DARPA. Not working security at a store.

I did hear about one somewhat promising way to use water to make a gas engine more efficient: I think it was called a 6-stroke cycle.
After the normal 4 strokes (intake, compression, power, exhaust) they would squirt a little water into the cylinder. This would give a steam power stroke using the residual heat in the cylinder, and cool the cylinder at the same time. But there were several practical issues in making it a viable alternative and to date hasn't gone anywhere.
