Which is why I said "might" - I don't know the specific details of the placement of those fences and the local laws.

I do know the protestors are breaking the law over and over again, there is no question about that (blocking a public street, interfering with LEO doing their job, etc).

The article said the ruling was based on the fire department's complaint... are these businesses actually impacted? I appreciate the photo, but don't know where or how the fencing impacts them.

The article also mentions the type of protest activity that likely necessitated the fencing.

Fine. Take the fence down.

Install sandbags with a few M249's

And leave the rubber bullets in the warehouse. Live rounds should keep the protestors in check.

Is Harvard street a dead end?

ETA-----
Harvard st runs parallel to I-290 . Many many routes to get to those businesses. Actually looks like beach street (the blocked street) would be the slow route.

Wouldn’t those same businesses be affected by ummm violent protestors? What is the difference, other than one is what the left wants and the other is what Americans want.

It's a dead-end street and the ICE building is somewhere around the middle of the street. Google Maps link

I also have to wonder how the workers are getting to those offices.

In the past, you could go through the parking lot of a building at the end of the street, but now that company has blocked it off with a gate.

Yeah. It looks like it. This is what Google maps has listed as "Harvard St" at the end of Beach

How about just open a spot for vehicular traffic and put people there with removable barriers?
